Health IT scientist, specialist in public health and preventive medicine, lifestyle coach, yoga instructor, Breath-Body-Mind program teacher and Primary Health Care Systems consultant.

Board Certified in Preventive Medicine and Honorary Member of the American Academy of Family Physicians. Specialist in Medical Informatics. Senior Executive Physician with experience in the design, planning, operation and evaluation of primary health care systems.


He retired as a Captain from the United States Public Health Service after more than 28 years of service in clinically underserved areas. He has worked as a frontline physician and medical director at Community and Migrant Health Centers; Perinatal Clinical Coordinator for the Department of Health and Human Services of Region II/Puerto Rico; Project Officer for the HIV/AIDS Bureau-DHHS Education and Training Branch in Washington, DC; Special Advisor to the Texas Department of State Health Services, in Texas; and Border Health Advisor on the US-Mexico border for the DHHS Health Resources and Services Administration.


Recognized with several awards over the years, among the most significant are: the USPHS Surgeon General's Exemplary Service Award, the Juan Carlos Finlay Award from the USPHS Surgeon General's Hispanic Advisory Committee, several nominations in Who's Who in Medicine and Health Care, and one of the 25 distinguished awardees of the Faculty of Public Health of the University of Puerto Rico at the 25th anniversary in 1995.
